Green-eyed Floofster (catfinition) – Animal who is jealous of other cats and displays this in passive-aggressive behavior.

Does it have to be other cats, or can it also refer to a cat who is jealous of the dog?

No. I wrote and emailed several consulting catologists. They agree, while the original meaning was about a cat being jealous of other cats, modern interpretations of green-eyed floofster have expanded to include a cat’s jealousy of anything or any creature. I assume there’s a story behind your question.
